Contribution of 30 to 40% is manageable, but 65% is not in the best interest of the country. Banks should be ready to devote 50% of their loans to businesses that are located outside Lagos. This will encourage businesses to relocate to other areas of the country.
Stakeholders should also endeavour to create enabling business environment is various parts of the country.

Subsidies don't have to be scrapped to make refineries work. At least that cannot be inferred from the article. The problem; "The regulated pricing policy of the Federal Government for petroleum products is the most widely adduced single reason by prospective investors for the lack of investment in new refineries in Nigeria in recent years"
