Even if AMCON wants to sell Enterprise Bank to Heritage because of non financial reasons (SS connection), I expected them to demand that Heritage pay the highest bid amount offered.

Apparently there's no incentive to do this considering that the institution known as AMCON was founded as a loss-generating entity. Unofficially, of course.

The way AMCON has delivered this unofficial mandate represents one of the grandest displays of the moral hazard that is possible when you separate the collective from the individual; AMCON as an institution generates losses, while the individuals, the agents of the institution and their cronies (especially the lawyers & accountants who close these deals), continue to reap profits in commissions and fees.
