What do you suggest he does?
Does he has an office? If so i suggest you visit him One on One and inquire from him what happened to the certificate. Probably he must have verified it into CSCS hence he should provide you with your CSCS statement of stockholding or the certificate might have been returned back from the registrars unverified.

I would advice the person to visit their office as soon as possible with proof of certificates such as scrip receipt or the stock brokers card, nything that can connect the broker to the certificates.

If it is not possible to go to their office, send a letter to their office address, p.o box and send a copy to Securities Exchange Commision.

Good luck.
