There are many reasons why security agencies may want to leave the scheme. Apart from corruption and need for secrecy, there is a real financial reason. If you retire under the current scheme, your PFA will give you a lump sum and an option of either a monthly programmed withdrawal for life or you purchase an annuity from an Insurance company. This essentially means what you will get is essentially limited to what you have saved and your monthly cheque will remain fixed for life (whatever happens to inflation). If you retire under the old scheme, your monthly pay will be atleast 50% of your current pay for life and will be reviewed upwards if and when salaries of your serving colleagues are reveiwed.

There will always be delay in payments from PFAs especially when it has to do with govt staff. There are basically three reasons for this. 1) Most retirees dont start the proper documentation process until after exit 2) What the PFAs have in the civil servants RSA accounts are his contribututions from the beginning of scheme in 2005. The govt will have to remit the accumulated entittlement of the staff (from date of employment to 2004) to the PFA before payment. It takes months for the govt to do this. 3) Each payment plan to retiree (lump and programmed withdrawal) will have to be approved by PENCOM. This can also delay the process. Ideally, those that retire from the private sector should have problem of the first two.

Hope this hels

This is all about stealing! How will the pension be paid? Seems we never learn. One step forward and two steps backwards. Some people are about to become billionaires!
