I don't quite agree with the solution you proposed to Boko Haram menace as 80% (conservately) of those that would be affected would be innocent christians and muslims living in Bornu state whose businesses and other secular activities are already taking hit from BH unrest.
What the president should have done and should do now are:
- Declare state of emergency in one or two of the affected states. Let the govs and other political office holders go broke. This will keep other governors on their toes and compel them to properly man their territories. You can be sure they will also not hesitate to turn in any political or religion leader planning or capable of formenting trouble in their states.
-Arrest and prosecute senators Ndume, Zanni and other political leaders fingered to cut off the funding to BH, to serve as deterrence to others and to show the whole world that the present administration frowns at BH.
JTF chasing rag-tag BH foot soldiers (who in most cases have nothing to live for and are ready to die) amounts to curing the symptoms while nothing is being done about the disease.

Declaring a state of emergency is one solution. A quick solution is to first of all level some one or two towns after giving an ultimatum to those living there to leave or facing the impending bullets. Once you level one or two towns, the rest will be become wiser and distance themselves from BH. If you want to make it a better leveling, try to make sure that those you have mentioned above are intentionally caught in the cross fire and they are eliminated. When those still thinking of funding them see what has happened to them, they will either go on self exile or you use accidental discharge or accidental accident to wipe them out.

This thing is not as simple as you make it look. The boko haram footsoldiers are part of the people just the same way their think-tanks are part of the ruling elite. They cannot be easily separated. This is not like the ND style where the militants camped themselves in the creeks and separated themselves from the people. The BH suicide bombers are the mai suyas, the barrow pushers, etc, and have families unlike the ND militants that were jobless and could afford to stay apart.

Once you tell the people to move, that you want to bomb the place, the footsoldiers will move along with their families to, say, Kano and continue their suicide missions there. You will end up bombing empty houses and streets.

What an insult to our collective memory. More than any other leader, OBJ created the enabling environment that allowed Boko Haram to thrive. First, he allowed the shariasation of some parts of the North and looked the other way when extremist groups were wrecking the land and killing people in the name of Islam. i still think Miget solution is the best way to treat animals who should have been in the zoo. IMO means Idiots Must Obey and that is what OBJ stands for you dare bomb Police headquater, UN and you are still living in that country? in the name of rule of law or what? when i was doing some runs at a village called jesse in delta state some years back, thieves goto sapele/waari rob and run to jesse because "them say" police men are affraid of going into jesse because the last policeman that went there was hidden forever. that place grew to become their headquater and the villagers cannot even report because when they report nothing will be done and the robbers come after you.
