My take on the matter is that she (or her speech-writer) was just being unnecessarily verbose...the speech has that newspaper article feel to it, unnecessarily fancy words and all.

heck I can imagine how eloquent she must have been feeling as she read the words out...haba, you sef check am, she used resolve, exorcise, evil spirit, comity all in one sentence, do you think it is easy?
