PAT and cash flow are not usually the same because of the issue of accounting techniques. For example, a company can receive cash upfront before delivering goods and services and they can also provide goods and services before receiving cash. They can also receive goods from their sellers and pay cash later, depreciation is a cashless transaction reflected in income statement but not in cash flow statement, etc. While the income statement will recognize revenues based on certain criteria, cash is cash and cash is almost always (if not all the time) not equal to PAT. If Cash is higher than PAT and they still expect more cash in coming periods, they may decide to pay out more cash than PAT.
