I remembered in my social studies class when we defined culture as the way of life of the people. It's so sad. Borrowing some words from a friend when we had a similar discussion recently:

"You can never underestimate the influence and power of cultural orientations on the state of well-being of a nation. Culture is everything! It determines one's worldview, paradigms, mental disposition, values and even influences what one considers to be achievable and important! There are several academic papers to support these facts."

Hofstede's cultural dimensions theory (Hofstede's cultural dimensions theory - Wikipedia, the free encyclopedia) even supports this.
